China Allocates 2.154 Billion Yuan for Disaster Relief and Crop Protection

China's Ministry of Finance, Ministry of Agriculture and Rural Affairs, and Ministry of Water Resources have allocated 2.154 billion yuan in emergency agricultural disaster prevention, mitigation, and water conservancy relief funds. The funding targets post-disaster recovery across multiple provinces affected by floods, earthquakes, and hail, while supporting targeted preventive operations for autumn grain crops to safeguard national harvest goals.

Autumn grain accounts for the vast majority of China's total annual grain production. By linking emergency infrastructure repair directly with post-disaster agricultural recovery and preventive crop management, Beijing aims to minimize yield losses from seasonal natural disasters and maintain national food security.

China's central government has released 2.154 billion yuan in combined funding to support agricultural disaster prevention and mitigation alongside emergency repairs for damaged water conservancy facilities, according to reporting by Xinhua and state media outlets. The capital allocation was jointly issued by the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, and the Ministry of Water Resources. The joint measure is designed to address recent severe weather impacts while fortifying crop production ahead of the crucial autumn harvest. The funding package is structured across four primary directives. First, capital is allocated to six provincial-level regions—Guangxi, Hubei, Hunan, Guangdong, Chongqing, and Guizhou—to repair water conservancy infrastructure damaged by severe flooding and seismic activity, ensuring the safe operation of water systems. Second, the funds support post-disaster agricultural recovery in Liaoning, Jilin, Zhejiang, Guangxi, and Hubei. Work in these regions includes managing field fertilizer and water levels, replanting or substituting crops on totally ruined plots, restocking livestock and fishery stocks, and repairing damaged agricultural facilities. Third, targeted disaster relief is directed to Shanxi, Xinjiang, and Gansu to accelerate agricultural recovery following floods and hail. Measures focus on rapid crop replanting and livestock restocking to restore production capacity. Finally, the fund prioritizes preventive measures to secure the national autumn grain harvest. Funding supports spraying operations and related preventive measures across 13 provinces and regions—including Hebei, Inner Mongolia, Jilin, Heilongjiang, Jiangsu, Anhui, Jiangxi, Shandong, Henan, Hubei, Hunan, Xinjiang, and Sichuan—as well as the Xinjiang Production and Construction Corps and Beidahuang Agricultural Reclamation Group.
